Gentlemen,
In reply to yours of the 29th June last we have carefully considered the design for the proposed Law Courts and allied offices, and submit with these remarks four sheets of geometrical drawings and one perspective view, all on a small scale, and to be regarded only as sketches, prepared in order to obtain a decision on questions of principle as a preliminary step to the preparation of a more detailed scheme.
In our report of 15th Sept ember 1897 we said" "we can only come to the conclusion that the area of plot No. 1 is insufficient for the proper housing of the legal offices* and we suggested that they should be placed on plot No. 2.
Your extract from despatch No. 78 dated 18th March 1898 approves of placing the Law Courts &e upon plot No. 2, but para: 3 (section a) of that document recommends that portions of plot 1 & 2 equal in area to the plots to the North of the Hong Kong & Shanghai Bank should be left
vacant.
